Inbound Link Discrepancy

 How long does it take Google to recognize new inbound links?

Check out this report  from website grader for one of our company sites.  Under section II (Off-Page SEO), part A (Domain Info) there is a light red warning box that reminds me to set up a 301 Direct.  In this box it says that I have as many as 423 inbound links.

HOWEVER, if you scroll down to section II, part F (Inbound Links) it only shows that I have 259 links.
