I found Website Grader to be a very accurate and useful tool in cleaning up & optimizing my blog for search engines. Yes you want to get as close to 100/100 as possible. The higher the better. Just like a student tries to get 100% and would be really happy to find the best student credit cards.

You should try to get your site as near to 100 as possible but you should then verify it from time to time because by the changing of the algorithm or by the normal change in links or other parameters you may need to take some actions. The scope is not to get to 99 and then forget about it. SEO should be done permanently, not once.

100 would be a perfect score on website grader. That doesn't mean your website would be perfect, however. It deals with elements which can influence your SEO. Some elements have more weight in Google's search algorithm than others so you might want to focus on those first. Some things only need to be done once, like submitting to DMOZ. Some items are ongoing, like adding links.
It's a great tool but don't overuse it or depend on it exclusively. Use the advice given and generate an understanding of how to make your website more SEO friendly.
Before driving traffic to your site, make sure it's optimized to meet your objectives, whatever they may be. Then when traffic starts coming, you'll reap the benefits in a much more satisfying way. Good luck!

That's exactly right. It's a percentile rank, so the closer to 100 you are, the better you are.
