You mentioned that links from websites such as CNN are favoured higher than those from e.g. your cousins blog. On those sites such as CNN, people have the option to comment and discuss things. If a link was within somebodys comment would this be seen by google as coming from CNN and therefore be a very good quality link ?
That is a very good question. The answer is it depends. Many sites do not pass SEO credit to other sites from the comments sections such as on blogs. You can tell by looking at the link code in the HTML. If there is a rel="nofollow" parameter in the link then no SEO credit is being passed on to the site. There is really no standar practice around this yet but most big sites are no follow in the comments section by default.

A good way to tell if a link is passing SEO credit is to use the Firefox web browser, and use this pluggin: https://addons.mozilla.org/en-US/firefox/addon/5687.
