What should be the expectation in terms of how quickly SEO can payoff? I mean, from the moment you start increasing the number of Inbound links & Optimizing your website pages with Keywords, how long should you wait to see tangible results from your efforts?
On the same note, what is a reasonable expectation in terms of traffic growth within the first 6 months? And after 12 months?
I understand it depends of the industry, Keywords, Website, etc… but general guideline would be appreciated.

You are correct it really depends on many things when it comes to SEO and seeing results. Choosing the right keywords being the most important in my opinion. Followed closely by the amount of competing sites and how well entrenched the leading sites are in those top few postions for the keyword or phrase you chose.
With the clients I've worked with we usually see definitive results within about 45 days, not in PR (Google's Page Rank) but in a positive forward moving climb in the SERP's (search engine results pages). The true & most important results of course depending on so many factors usually take between 6-9 months or more depending on how competetive the phrase is for. (most important results= achieving page 1 organic listings)
Though not to cause a debate, hahaha, remember as you said there are many factors that contribute to achieiving page 1 results within a certain time frame. This is what we see on average with the clients I have worked with.

If you do some search over the internet you can find blogs that went from 0 to PR 4 in 4 months. These are the exceptions but you can learn from their experience. The most important thing is the content. If you have the content that people search and look for then you will get traction, sooner if you apply the SEO techniques or later if you don't. But if your content is not interesting for your readers then you got a problem.
From my experience I can tell that applying a part of the techniques showed results for one of my sites in just a little over 6 months (I got to PR3) but you have to persevere and continue to do link-building and write posts to your blog and optimize content and so on and you will continue to increase your position in search. By the way, one of the factors supposed to be used in the algorithm for computing the search position is the age of the site so "Patience my friend, is a virtue".
